I see Concord has put a fence around its “crown jewel” to keep it’s esteemed collection of bums from wandering off.

The Willow Pass side of Todas Santos Plaza. I recall someone from Concord refering to Todos Santos as the “Crown Jewel of Concord,” apparently to justify all the “improvements” they have made there.

Iron-looking fence has been up along Willow Pass Rd side of Todos Santos for a while now. At least six years. I was told it was because people kept jay-walking across Willow Pass to and from the park.

If you look at the fence closely you’ll notice that there is a line of circles towards the upper part of the fence, these circles allowed the fence to be considered “ART” and was paid for by the City of Concord’s “Public Art Fund.”

CALPERS is, by the way, the single most kavish retirement plan availabke in the State of Califirnia. The State College system realized back in the 1960s it was not sustainable and moved most employees to Social Security.

The City of Concord does not just have a problem with “unfunded pension and healthcare liabilities” it owes to CALPERS, but we also have two other pension funds that we are currently paying into where we also have an “unfunded pension and healthcare liabilities” problem. A couple of years ago the “unfunded pension and healthcare liabilities” the City of Concord owed was $300 million for the three pension funds combined!

I love the way they make these measures look like money is going to solve their problems.
