City Of Concord Releases Statement On Possible Detention Center At Concord Naval Weapons Station

The City of Concord has released a statement on the possible plans by the Navy to build an immigrant detention center on the Concord Naval Weapons Station property.

The following statement is from the City of Concord:

The City of Concord is very concerned to learn of news reports that the Navy may be planning a detention center at the Concord Naval Weapons Station.

The Navy has not communicated information to the City about any such plans, although we have reached out to them upon hearing these reports.

While the City of Concord is currently negotiating to acquire and eventually develop the Naval Weapons Station, we do not have jurisdiction or control over that federally-owned property.   

Last September, the City of Concord passed a resolution affirming Concord’s commitment to being a welcoming, inclusive, tolerant and supportive community for all.

We do not feel that a detention center within city limits represents those values.

We are working with Congressman Mark DeSaulnier, and through him, Congresswoman Nancy Pelosi, to gather additional information in order to address this issue.

Immigration legislation will not pass the Senate. 60 votes are needed, not just a majority. Congress can pass a bill, but it won’t get passed in the Senate. The Republicans do not have full control of both houses. They have the majority, but a majority vote will not pass this legislation.

I was just thinking, if they are going to separate children from parents, why not use former military bases to House entire families together? The former weapons station is hardly a prison. They had all sorts of family activities for the navy families who lived there.

This article is very unclear if this detention center is going to be temporary housing for families or a prison type of situation. I’m making my statement based on existing, unused housing on the naval weapons station.

What unused housing are you talking about? For ten years I lived in the town of Clyde, which is just past the main gate to CNWS. This was after the base was closed. I delivered the CC Times newspaper on the base and the only unused housing were the dozen or so homes that were quarters for the base officers, and the barracks which housed the Marine guards protecting the base. This was back in the early 1990’s and there were no “family” housing units.
And please, tell me what family activities are you talking about? If you are referring to the bowling alley, movie theater, skating rink, etc, they were wiped off the map July 17, 1944 when two ammunition ships exploded at the wharf of the Naval Magazine at Port Chicago.

They say that this is only going to be for 6-12 months. But if they are going to spend that much money it will probably be there for years. This would be the start of a terrible concentration camp.

The CNWS should be left as Open Space. They will probably destroy a lot of animal habitat in the process. I am totally against this concentration camp. We should find a way to safely and humanely handle these immigrants: let them be free, provide them with housing, employment opportunities, medical care, and a reasonable path to naturalization and citizenship. Locking them up in a prison is inhumane and unacceptable.

We did NOT always have an immigration policy and that is probably how your relatives were able to get in. Our immigration policy becan around the 1920’s and it now takes up to 20 years to become a citizen depending on what country you come from. Your family landed on Elis island already getting free citizenship, something these people have to struggle decades to get.

@ Yeah, me – There are several locations that were farms and some buildings still stand. My post was not meant to define land use with such specificity, only to point out that it was not contaminated by toxic chemicals when the Navy seized it. Maybe calling its use agricultural would have included rancheros (aka ranchers) and serve to satisfy your grammatical hang up so we can get on to the bigger picture.

The land and some water is contaminated with arsenic, TCE, and other toxic chemicals. The Navy is still in the middle of cleaning and digging, and, by the way, doing so with the same company that falsified up to 97% of soil samples at Hunters Point. No government agency should be housing people there until we know it is clean – no one should be living out there until then, no one, regardless of any type of status.

That’s something I didn’t see coming. The property is owned by the government. They can turn that into the next area 51 if they wanted to and there’s nothing we would be able to do. A prision run by ICE though, I haven’t heard anything but bad news in what Immigration and Customs Enforcement has been doing anyways. But that’s a hear say thing. California is broke enough already, I doubt this new detention center would be coming.

I’m sure hope can tell us if there was a violation of the Brown Act here or if the City Manager went rogue. Apparently they would put an “austere detention facility”–presumably meaning tents with double-decker bunks only inches apart, barbed around each tent and its tiny “exercise” space, and around the whole bunch of tents, etc.–all on this toxic site, yes, Hope Johnson. Listen, the people of Concord and Alameda Counties have demonstrated effectively at that site before–against wars–and can certainly effectively block, or at very least mitigate, this horrific treatment of immigrants if they’re put there.

If we had built a reasonably good wall/fence years ago, we would NOT have this problem of women and children sneaking into our country! DeSaulnier says he’s against a wall but doesn’t explain why – apparently he is smarter than the ancient Chinese (Great Wall), the United Nations (Cyprus), Israel, Hungary, Spain, Turkey, etc. There are 70 different countries in the world that have border walls or fences, according to Reuters.

California has a wall. Has had one for decades. 105 miles of the 140 mile California border with Mexico is fortified with an 18 foot steel girder fence/wall. I think people always need someone or something to blame. It’s the easy way out.

Illegal immigration is a problem, but without it, the American economy would fail. Who is going to farm all the produce, do remedial jobs, or work at Mar-a-Lago? And, as legal Americans, are you going to be content with paying $10 for a head of lettuce? $100 per pound for a Ribeye? The problem is that corporations can’t find qualified workers to do the jobs because they don’t want to pay them. So they hire illegal immigrants or turn a blind eye. If America did not provide jobs for illegal immigrants, they wouldn’t come.

We can argue all day about coming the right way, but we need to really discuss how corporations and the government created this mess. They’re the ones that took jobs abroad because it’s cheaper. And again, look at these camps and see the bottom line. Orange is the new black… brown. Private companies are making $$$ off these detention centers.

I find it ironic that many pro detention center people that likely watch Fox News were also raising hell about the FEMA Camps, but are fine with the government run by corporations to do the same to another group of people. It’s a slippery slope.

Both. For once, we all agree on an outcome, but for different reasons. Conservatives don;t want this filth here at all. I don;t want all thee criminals in my backyard. And I don’t want them at school with my kids. I don’t want to pay for them at all! This is a very poor investment- we get no return on our money. It is like owning a boat! Liberals don;t want them detailed- they just want them all free and roaming around, causing an increase in crime and decrease in the money that we take home.

I do believe separating families is horrible. But having said that, where would all these people go, where would they find shelter, food, water, shower. There is obviously no cheap apartments, no cheap rent, do they just walk the streets with young kids following along.

America always had an immigration policy and would not allow illegal immigration. The Country would meter the people who come in and sometimes increase the flow, sometimes decrease the flow depending on the absorption. Now we have the Democratic party and all the liberals who just want open unrestricted immigration to flood an extra 100 million in. for some reason they really prefer that the people come from poor Hispanic countries. it worries me greatly as to who’s gUoing to pay for this? And what about our own poor?

Comprehensive Immigration Laws were passed in 1917 and revised with quotas in 1924. Prior to that, only about 2% of immigants were turned away due to ill health. Of course specific laws that excluded all immigrant laborers from China were in place as well as some policies that required immigrants be free and white. Even literacy tests were a 20th Century afterthought.

As far as economics, one of the engines that keep the USA running has been immigration. Birth rates fall after a few generations, and the elder population expands with advances in medicine. Countries that discourage immigration find the age population graph to be an inverted pyramind and the working population cannot support the larger elderly population.

Finally, the Democratic Party has not supported unrestricted immigration. Historically the Republican Party has supported more immigration for cheaper labor. A bipartisan immigration reform bill that increased border security while giving a path to citizenship to some undocumented did pass the Senate during the Obama Administration, but the House refused to bring it to the floor for a vote. The figure of an extra 100 million immigrants comes from where?

Not true. It was nearly impossible to legally immigrate the the US between 1928 and 1968. IN 1968 the laws were changed to allow chain migration and made immigration much easier.

In 1928 immigration was shut off because the Europeans were not integrating into society but keeping to themselves in separate communities.

Those of us who have been around a while have seen the massive change this has brought to our communities making the Bay Area unlivable for the average income person. Its supply and demand, you have a massive supply of people who want to live here and a limited amount of housing and land in the Bay Area.

I remember when a dishwasher could afford an apartment in San Francisco on one income. The left does not understand basic economics due to their control of our education system.

Visa overstays have exceeded those entering illegally every year since 2007, and there have been half a million more overstays than illegal entries since 2007. No amount of guard towers or walls will prevent immigrants from legally entering with a visa, then overstaying when the visa expires. Fix the system. The wall will simply be your tax dollars going into Trumps pocket when the wall contracts go to his businesses.

Presumably this would create local jobs, or atleast utilize local businesses for food, transport, security etc. It would also detain illegal aliens together, no separation of “families”

It is federal/DOD property so the state can’t release them on to our streets while we foot the bill for their benefits.

And in a year or two when a judge finds their asylum claims to be fictitious, which let’s be honest, probably 80-90% are. Then they will be sent back to from whence they came.

The local real estate market will tank. 47K is another city in and of itself, and it is unskilled, untrained, and uneducated people that will need instant Medical, Education (schools?), and aid. Somehow once again our own citizens are footing the bill for folks who have broken the law, whether pro-illegal immigration folks want to acknowledge it or not. Have said it before….we’d be better off to just annex Mexico now and get it over with. That would give us all kinds of new coastal property for tourism/development, lots of oil and other minerals, plenty of jobs as we upgrade the infrastructure, a much smaller southern border to control, and control of most of the Gulf of Mexico.

Outrage is my response. Why is Concord the dumping ground for everything. I live in unincorporated concord and I’m furious about this. Why not change the plans for Alameda Naval Air Base and house them there.

That is only less than 5 miles from a neighborhood I worked hard to live in safely and still do. I’ve already to had to deal with the homeless drug users that invaded the area under the bridge from me. No Way I say and for the taxes we pay in California, no way…

The question becomes, if this goes through… will the local population step up to prove its not a nimby in disguise? Mark D. poked the Bigly, and now he may get bit back.

Will there be designated visitor and group areas where volunteers can help with clothing, consumables, entertainment, professional advice, tutors?

Will local restaurants be rewarded with contracts to help connect the area as welcoming and not bow to Sysco slop rations?

Will religious/charitable organizations coordinate with the base and make this space more hospitable vs. a FEMA tent disaster zone? Playgrounds, shade areas, turf areas etc.

Concord can make itself an example here and shine BIGLY, or wilt under a NIMBY disguise. What say you Concord???

We choose where we live to maximize our enjoyment of our homes and our surroundings, as places where we spend our hours away from work to relax and participate in family life. We invest in the community, doing volunteer work and watching the area governnents to make sure they don’t go off the rails destroying the area with poor decisions. We are taxed to death for the privileges we enjoy and we have every right to demand our investment in the future is protected.

What I see wrong is NIMBY when you “passed a resolution affirming Concord’s commitment to being a welcoming, inclusive, tolerant and supportive community for all.” Now they start backpeddling on that resolution. Which is it going to be, NIMBY, or “welcoming, inclusive, tolerant, and supportive .. for all?” They can’t have it both ways.

Ever since President Trump was elected, some have suggested that California should secede from the United States and become its own sovereign nation. And to take it further, even without the backing of the United States, California has the might, the money, and the military to easily annex Mexico. Thereby creating the new nation of California/Mexico. What to name it? “Mexifornia” comes to mind.

It doesn’t matter how many military bases California has, because the “military” option that you have presented would be done “without the backing of the United States,” thereby suggesting that the United States military would have retreated from California as well as having removed ALL military assets and other federal assets from the state. The federal government wouldn’t just leave all military assets in California for a successor government to use. Then a draft would need to be instituted so that California had a military to use.

You did say “California has the might, the money, and the military to easily annex Mexico.” It read as if “the money” meant California’s economy and “the might” as something else, and not that “the might, the money” both meant California’s economy.

The problem with your statement “Oh wait, Hillary DID win,” is that under the system that we have, 5 California counties don’t get to choose the winning candidates for an entire nation.

Now, how do expect that California would be able to secede from the Union? States have tried to secede from the Union before and it didn’t work! As far as secession goes, a city or cities can secede from a county, a county can secede from a city or cities, a county or counties can secede from a state, but a state or states CAN’T secede from the Union.

The proposal does NOT involve illegal immigrants. The proposal is for holding LEGAL immigrants, i.e. asylum seekers, while they wait for a hearing in immigration court.

This proposal is terrible for Concord at least because we would lose our significant investment in time and money in planning the Naval Weapons Station Reuse project. Similarly, the Navy would lose at least some of the costs in the time and money they have invested into preparing the land for transfer. Furthermore a tent city would look terrible, literally and figuratively, and depress property values.

Finally, there is no pressing need to actually detain asylum seekers while they await a hearing. The goal is to ensure that these people, who have properly requested entry at a port of entry, actually show up to their hearings in immigration court. The most expensive way to ensure compliance is to detain them the entire time until their hearing. Other ways of ensuring compliance are with things like ankle monitors, check-ins, incentives and disincentives are much cheaper and still maintain 97+% compliance, according to the conservative think tank the Cato Institute:

Did you read the article you cited? It cost $18000 per person to monitor those folks, and no , they didn’t have 97% compliance.

In the New Orleans program, the court appearance rate for participants was 97 percent and the program cost $1,430 per year per client. The cost and success of the programs vary considerably.

If past experience is any guide, these ATD programs could ensure that 90 percent of immigration court orders are carried out. That is less than perfect compliance, but it is far cheaper, more humanitarian, and less of a political disaster for this administration.

It is interesting that those who are full blown for immigration (and those that paid into a funding campaign based on a falsely media driven campaign using a little girl who had NOT lost her mother or was NOT separated), are now saying not in my back yard. Yes- they should be in your back yard as that is what you support. Let the folks who don’t agree with our ugly government in CA, move out- and we will- house values will tank. Also, it is interesting if you follow the alleged clean up of the CNWS, and see how far you get. Make a call to the Navy, CA State, or EPA, and see what they say. Read all about the “clean up” online. Then look at all the brain & other cancer deaths in the area. Ask them if there is a coorelation. They wont admit to it, and it will be too late when it finally leaks. There is a reason CNWS has been empty for so long. Yet all of you complain about our Federal Government. It is the CA Gov’t that does not have our best interest in mind.

The Sanctuary City of Concord, CA. does not wish to host these poor unfortunates?
Or is it that they object to them being kept in custody at all?
Does anyone actually believe the USA is capable of supporting an unlimited number of foreign nationals to flood into our country?
Why should we be forced to accept, and PAY for this BS?
