Investigation Continues Into Complaints About Conditions at Contra Costa County Jail

An investigation is continuing into allegations by women being detained by U.S. Immigration and Customs Enforcement in a Contra Costa County jail, sheriff’s officials said today.

The female detainees have complained about the conditions at the West County Detention Facility in Richmond and sheriff’s officials launched an investigation last month.

In a statement issued today, Sheriff David Livingston said, “Although complaints such as excessive ‘lock down’ time or improper uses of bio-hazard bags are extremely rare within the jail system’s 1,600 inmates and detainees, the fact that some ICE detainees have made such allegations demands a full and thorough investigation, which is well underway.”

Sheriff’s officials said the department’s internal affairs investigators have conducted more than 110 interviews with inmates and staff, reviewed hundreds of hours of building surveillance video and inspected
evidence such as log books, booking information and bio-hazard red bag storage.

Investigators have also inspected cells, bathrooms and open areas of the women’s dormitory.

Sheriff’s officials said staff members of California Attorney General Xavier Becerra’s office have met with them and conducted a tour of the jail facility on Nov. 16.

Another tour by sheriff’s officials together with the attorney general’s office is planned.

Information from the investigation by the sheriff’s office is being made available to the attorney general’s office and sheriff’s officials have asked Becerra’s office to review the investigation and its conclusions when the investigation is complete by about Dec. 15.

Last month a Facebook post by the sheriff’s office said it did not receive any complaints directly from the detainees.

At that time, sheriff’s officials provided some details about the inmates’ care in response to alleged misleading reports about the complaints.

According to sheriff’s officials, the inmates had keys to their own rooms and were able to leave their rooms to use the restroom, go to programs and medical appointments and to visits. The detainees also had more free time than is required by law.

Also, even when the detainees were supposed to be in their cells, the doors to their cells were unlocked to allow the detainees to use the restroom.

“We routinely pass stringent state and federal jail inspections and are committed to running safe, secure and constitutionally compliant detention facilities,” Livingston said.

The detainees were not arrested by deputies. Rather the detainees are being housed at the detention facility for ICE.

I believe jails should be run like no-kill shelters.

Enough food and medical care to keep you alive until society (and specifically a credible employer) is ready to “adopt” you. IF you are eligible for parole and IF you have a job waiting for you (or someone with significant assets is willing to provide you support) you can be released. Otherwise you serve your full sentence.

This system of releasing criminals on parole so the can live on the streets is nuts.

Oh my gosh that even worst than the Ventura youth Correctional Facility California Youth Authority at the girls units. Right now there only 28 girls and the the place is falling apart. It really a waste of money. But look at what happening at the CCC Jail. Just a nutshell female inmates.

Thank you ALWAYS RIGHT – I’ve never understood why inmates have so many privileges! They committed CRIMES – they are being PUNISHED they should not have the ability to earn a college degree, they should be working – either in the kitchen or the laundry or in housekeeping. Fraternization with guards should be a firing offense for the guards. Prisoners should read the bible, Koran, Torah or whatever religious book they want and that’s it!!

Here’s a thought…to improve conditions in prisons lets bring back prison labor.

The prison system could use their workforce to make money that would fund improved conditions and add more staff.

And with aaaalllll the work to do, these scumbags would have less time to fight, cause trouble and complain about how hard they have it.

Thank you Lambie that was my question, too. They’re “housed” there awaiting deportation how long are they there. Shouldn’t be long. Unless they are housed there during the appeal process, which I think I’d rather wait in Mexico than prison. To repeate offenders it’s supposed to be an unpleasant place so you don’t want to back to it. There should be no “rights” in prison. They violated ours (or somebody’s) rights to end up there.

I use to be in and out of jails. Let me tell you that this jail for women is like the Ritz of all jails! They have keys to their own rooms, microwaves, cable, multiple phones, school, library, and great food compared to any other jail! They notify you of when the rooms get locked so you should go to use the restroom when you have the chance. There are not just women who are immigrants in that part of the building either. Only half of them are. And that part of the building is much more laid back than the other side. They need to stop complaining. They wouldn’t stand a chance in 23 hour lock downs in Santa Rita!

Im not disagreeing about most of what you said. But “great food”? Seriously? I wouldnt feed that crap to my dog. Its not even real food. Its disgusting. Although it definitely made me not ever return. The sleeping conditions are poor also. I realize if someone commits a crime they should do the time. But there is also such a thing as having humane conditions. The mats they give you to sleep on are so thin they may as well not waste money on them and just have the inmates sleep on the cold metal beds. And as far as the phones go, you failed to mention they are worthless unless the person you are calling has over paid through the nose enough money to allow you to call them. I was only there a few days but in the time I was there I can honestly say I never want to return. But I do feel they need to at least improve on the food & provide actual food – not crap made to look like food. We dont need to pay for medical for inmates getting sick from lack of proper diet.

What a waist of time for the Contra Costa Sheriff, I’m sure this inmates want to make stuff up so they can become legal in this country, If they committed a crime They are right where they belong just like if that happens in there countries I’m sure the jails are not like here and they don’t get feed like here and protected like here. If they committed a crime please don’t listen to there false allegations and deportation should be ASAP so we don’t deal with someone getting away with murder like the case in San Francisco 🤷‍♀️

Never going back…. the food is not good. But compared to other jails it’s a gourmet meal! I’m grateful to have never gone back to jail for several years now but I still remember the food being way better than Santa Rita which is something stray dogs would probably run away from
