LOCAL Politics – The agenda is out for the CAC meeting next Tuesday night. There are 66 pages of reading material for the members of the CAC. Hopefully the CAC members will be able to read this PRIOR to the meeting so they can be prepared to discuss items. The first thing is for them to elect a new Chair person to replace Dan Helix. It is too bad his resigned from the Committee. He was the only one prepared for the meetings. He had knowledge but he also read everything. The others need to do the same thing and come prepared to the meetings. I have no idea who should replace him. Does anyone else have any ideas?

Police say two people were accidentally shot at a church in Tellico Plains Thursday afternoon during a discussion about the recent church shooting in Texas. The Tellico Plains Police Department says elder members of First United Methodist Church were meeting for a Thanksgiving dinner around 1 p.m. and began discussing the Texas shooting when someone asked if anyone brought a gun to their church. A man spoke up and said he carries his everywhere he goes. He pulled the gun out, emptied the magazine and chamber, and then started passing the gun around. Once the gun came back around to its owner, police say the man put the magazine back in and recharged the chamber, but accidentally squeezed the trigger. The gun went off, hitting the man in the hand and his wife in the abdomen. Both were taken to UT Medical Center by helicopter for non-life threatening injuries. Officials with the Naval Air Station Whidbey Island said one of their aircraft was involved in the obscene skywritings spotted in Okanogan County.
Photos sent to KREM 2 by multiple sources show sky drawings of what some people are saying is male genitalia. Some sources have even tweeted pictures of what they saw. A mother who lives in Okanogan who took pictures of the drawings reached out to KREM 2 to complain about the images, saying she was upset she might have to explain to her young children what the drawings were. Dan Helix (retired Concord City Council Member) wrote a very informative column in today’s East Bay Times concerning the Concord Naval Weapons Station development and the Community Advisory Commission. He just resigned from that Commission due to the way City Staff and Project Director Guy Bjerke are overwhelming Commission members with information to read and understand in a very short period of time and then urging them to approve the Master Developer’s proposed land use plan. Looks like Hope Johnson was right….

LOCAL Politics – Agree. Dan Helix’s editorial on saturday was useful and informative. Ending with “The city needs to curtail this sense of urgency. [re: immediately voting for “the Master Developer’s proposed land use plan, as the preferred land use plan.] Slow down the process. Have instructional small group meetings for the CAC. Educate them so they can make intelligent decisions and not vote for something simply because it’s recommended by staff, which seems to be the current mindset.’

Concord needs well planned, new housing–desperately. But the City of Concord also needs to address commute issues, traffic congestion, and the poor quality of BART and our local transit systems. But if the fix is already in, that might not happen.

Local Politics – Although I agree with Dan Helix that the CAC was not prepared to vote on a preferred land use plan, I’m not convinced his sole reason for quitting was because the CAC members are not up to speed. It seems like something else is going wrong behind the scenes.

It was clear during the City Council’s selection of CAC members that the Council was trying to choose those applicants who would not make waves and who would remain loyal to the Councilmembers, and Helix happily participated in that process. If you stack the deck with people who go along to get along, how can you then suddenly expect them to ask probing questions? Helix got exactly what he helped create. I do not mean this as a criticism of the CAC members but most of them are too far behind in knowledge on the project to begin to know what to ask or feel confident enough to push back at staff at this time.

What’s more, Council remained silent even though just two weeks before the CAC voted at the special meeting on Nov. 7, Council had said they didn’t think the CAC was informed enough to make the decision. In fact, Council said they themselves didn’t feel ready to make a decision. Why didn’t any of them speak up publicly to protest the special meeting called for early November after they had made this analysis? They all just let the vote happen anyway.

Helix called Guy Bjerke “the perfect choice” as executive director when the East Bay Times and the public learned the expert committee on the CNWS had said Bjerke wasn’t qualified for that job. Now Helix is complaining about him? It’s his own monster.

Also, several CAC members wanted to ask questions about the status of Concord’s joint Amazon bid. Helix cut them off each time by saying that Amazon had already selected another city. Not true, but no one bothered to correct him and allowed the CAC members to be cut off.

The preferred plan chosen is a joke – it is the exact same plan already unsuccessfully implemented in downtown Concord next to that Bart station. Tall high rises at Bart moving to dense housing then single family homes. There is nothing unique about it, nothing world class about it, and nothing that will make Concord a “destination.” There is a super vague plan for a four year college that Council continually insists we don’t have yet, even though Concord does house an Easy Bay campus already that is not the big giant draw hoped for. If Council keeps misrepresenting it, we will need up with the exact same plan on that, too. There is no evidence that if we build it, people will come – that is already not happening here and at nearby Bart stations. People are not living their lives just to be as close as possible to a Bart station. it’s going to take more creativity than just building more of the same.

VERY IMPORTANT – While Lennar is designing a specific plan and has been chose to negotiate the Development Agreement (which is the financial part of the CNWS deal), Lennar is NOT the master developer until that Development Agreement has been finalized and signed. The financial Development Agreement has nothing to do with the CAC or the specific plan, which is all a big distraction without the financials being in place.

Local Politics – I haven’t been following the CAC closely at all, so I will defer to Hope Johnson’s comments about the members’ inability to keep up with the information being tossed their way.

This all sounds like human nature applied to a task force that is too big, too public, and sounds like it is poorly managed. Nobody wants to ask a dumb question so they all just sit there. The old adage: “better to be silent and thought a fool than to speak and remove all doubt” may apply here.

Are they using a MS Project timeline of any kind? I am a visual person and I would need to see a flow chart with key decision points, inputs, outputs, and a timeline which highlights the critical path. CAC members should know what the key decision points are months in advance so they can ask the right questions at the right time.

As a taxpayer, I’m being persecuted in my country of origin when I am forced to support illegal immigrants on welfare, put them through school at no cost to them, provide them housing, healthcare, reproductive services, legal representation, and more. If I don’t pay my taxes, I go to jail or lose my property. If I break the law, I am reprimanded or punished. Where is “justice” for me? Where is my “sanctuary?” This can’t continue because it is not right … it is not fair. The only recourse is to vote the people who support this nonsense out of office, and keep voting them out until they get the message.

It is obvious that the other CAC members are not doing the same thing. Tonight’s meeting should be interesting. I wonder who will be appointed the new Chair person. I hope they know how to run a meeting, whoever it is.

Anyone recall the first time President Trump spoke to a Joint Session of Congress? Do you recall many female Democrat members of congress showing up wearing white?

One female Democrat posted on social media, relating why they wore white, to hear President Trump, to show their commitment to defending women’s rights.

Given recent events involving females and male members of the Democrat party …………….. then there was that stained blue dress, size 12.

What IS their commitment to women’s rights ???

LOCAL politics – Phil Arnold did a great job tonight as the new Chair of the CAC. Good meeting and now as more of the members are speaking out and asking questions, we know who should not have been appointed to the committee. That is OK, not everyone on the first CAC was great either but there were more of them on the first one than on this one. At least they all showed up tonight I think.

I watched most of the meeting on TV last night.

The area surrounding Concord BART has been mentioned a few times as an example of the City of Concord’s cluelessness. I believe that this area has been slow to emerge, partly due to a lack of redevelopment funds. The State of California pulled the plug on these funds during the 2008 downturn. All local cities took a hit, including Concord. The State of California is simply too mired in debt to help.

A couple of the council members questioned Lennar’s roadway plans because they don’t seem to address long term maintenance costs. Lennar also seems to want to place lots of costs on home owners.

I liked Lennar’s grid concept for streets. But I also believe Lennar will continue to push for less parking spaces without addressing the core issues of why BART and local transit is avoided. Even Lennar’s charts showed low BART and transit ridership. Lennar’s solution seems to be to bring jobs and services near where people live. Unless we get substantial redevelopment money from the State of California, this is simply a pipe dream.

The reality is that the entire bay area, and Concord, are rapidly turning into Mexico City. Lennar will get their housing built–because people are desperate to find places to live. The solution? Move out of California.

The transit oriented development that is being pushed by our elected (and un-elected reps in government agencies) is not successful because it is not as popular as touted. Even in San Francisco. There are a number of brand new mixed use developments in SF that cannot get retail into the ground floor. No retail businesses are interested. This is exactly what is happening to development at Pleasant Hill Bart and Concord’s downtown Bart station.

SF Supervisors Kim and Peskin are trying to figure out how to deal with the empty retail space with vacancy fees, etc. There is info online on this if anyone is interested. Is Concord going to continue to ignore this and just build it anyway? Face it – people do not decide where they like to go based solely on how close it is to Bart or the bus. Why plan the exact same style of development that sits empty now?

I agree that Mr. Arnold did a good job of chairing the meeting. One big problem is that he has twice now used the adjournment to give a lengthy speech on items not on the agenda (and last night an item completely unrelated to any items on the agenda). This is not appropriate under the Brown Act and I am going to request the City Attorney instruct the CAC that they cannot discuss topics not on the agenda or use the adjournment to bring up any topic they feel like ending the meeting on. The CAC is discussing a very controversial issue that affects the entire city and they should respect the public’s right to be informed on which topics will be discussed and the public’s right to comment on the same.
