New Charge Filed Against Ex-Contra Costa Deputy in Sex with Minor Case

Alameda County prosecutors today filed a new felony charge of unlawful sexual intercourse with a minor against a former Contra Costa County sheriff’s deputy for his involvement with the teenage daughter of an Oakland police dispatcher.

Ricardo Perez, 29, previously was charged with a felony count of oral copulation with a minor and two misdemeanor counts of engaging in lewd conduct in public for his involvement with the teen, who is at the heart of a sexual misconduct scandal involving multiple law enforcement officers from the Oakland Police Department and other agencies.

A judge ruled at a preliminary hearing for Perez two weeks ago that prosecutors produced enough evidence to have him stand trial on those three charges involving the teen, who is not being named because of her status as a victim of sex trafficking.

A spokeswoman for the Alameda County District Attorney’s Office said the new felony charge is based on new information that came to light during Perez’s preliminary hearing, at which the teen testified.

Perez’s attorney Joseph Motta couldn’t immediately be reached for comment on the new charge.

Motta argued at Perez’s preliminary hearing that the oral copulation with a minor charge should be dismissed because Perez didn’t know the teen, who is now 19, was 17 at the times she had sex with him in July
2015, since the teen admitted at the hearing that she lied to Perez about her age and said she was married and had four children.

But Alameda County Superior Court Judge Joan Cartwright said Perez should have known that the teen was only 17 when he had sex with her in a car six times in a lookout area off Fish Ranch Road.

Farrell said at the hearing that it would have been unreasonable for Perez to believe that, based on his interactions with the teen, that she really was in her 20s and married with four children.

Several other law enforcement officers in addition to Perez are also facing criminal charges for their alleged involvement with the teen.

If he’s found guilty he should be prosecuted to the full extent of the law.

The people need to be able to trust the police to be people of good character.

You lie to someone about your age you get what you get if you are under 18. That is BS they can prosecute him on that charge when she lied about her age. She is not the victim here.

Why would it have been unreasonable for anyone to believe that she was in her 20s & married with 4 children?

Have you seen her? She looks tired, used up, weathered, and a thick blob as if she’s had 4 kids.

Something major is being omitted regarding her mother & being a dispatcher. Most 17 y/os don’t turn into a prostitute so something had already been brewing many years in that home before this happened.

Does anyone else get the feeling these illegal liaisons were planned ahead of time so there would be a large settlement? Me thinks mom was in on it or maybe designed the whole plan. Why else would she save all of her texts and phone calls between her and the officers? She’s already hit up Oakland for a cool million and there are more lawsuits in the pipeline. Shameful!

What has our court system turned into. Protecting a prostitute for sexual actions that she had 100% control of over an action of a police officer who is human and believed she was telling the truth just like any other human would’ve Who doesn’t lie about age? Everyone. She lied but yet our court system wants to protect her because she lied and had sex. She plotted against police officers to get money that’s all this is and instead of her getting a felony charge she’s ending their careers because they believed she was of age and the court system wants to punish them for that? It’s unbelievable that the word of a prostitute is evidence. The court system needs to reevaluate this charge.

@10 yes what the hell are they doing protesting a prostitute and the parents and no one single concern about the child in the house,her Daughter. This case was all premeditated and the mother, father, grandmother should all be locked up for underage prostitution and human trafficking. Holding her name because she is a victim yea right what they need to do is put surveillance on her and everyone that comes in and out since the case started because they have a good plans and there court system believe them and John Burris hates all Cops and I hate him.

Can you call her an innocent teen or young lady!? She is a monster milking our government of tons of money! I am sorry but she is the spoke in the wheel that is bent and costing these men their careers and time in prison! Men are vulnerable because of their biological makeup and are tempted too easily by this nasty little whore! She knew that and took their money and integrity!! How can anyone think “oh, that poor young sweet teen was victimized by those evil cops!” No way! She is laughing her way to Nordstrom buying more eye makeup and clothes on your dime!! hmmmm #12, No innuendo either, I was referring to the limited space in the article. It’s a long and involved story. I tried to find it for you, but all I see are stories of the settlement. I remember her speaking about and reading about an abusive (physically) father, later a police officer stepfather who was a good man to her and her mother and father-figure who she loved was one of the four officers killed in the same event one day a few years ago, which she didn’t deal with well or get any help with dealing. Then there was sexual abuse from a family friend or relative, I don’t remember which, and a police officer, a trusted family friend, who pimped her out. Her mom was at work trying to maintain a roof over their heads while all that was happening, and Jasmin (Abuslin) says she kept it all from her. Her mom believed she was in school while her life was spinning out of control, helped along by many officers of the law. There may be inaccuracies and stuff missing here, but That’s what I remember in a nutshell.

I place the blame where it belongs – the adults. The police officers and the mother. It doesn’t matter if she lied about her age. She’s still underage. He didn’t care how old she was. Sell it to somebody else.

I do have less empathy for her than the average victim. Everyone involved is character challenged.

You people are seriously defending the police officers actions? So you’re okay with officers having prostitutes when prostitution is illegal? Officers of the law should be held to a higher standard, they don’t get a pass because they are “human”. Who cares if the girl lied, my concern is we have sworn officers of the law abusing their privilege and thinking they can do whatever they want and get away with it. They want the public to respect their authority and obey they law, but yet they can break it? Pathetic, these officers need to be made an example of and root out the so called “few bad apples”.

Men in authority are just as vulnerable as men who are not especially when being tempted by somebody who is a professional and knows how!! I also believe that our society encourages this behavior by sexualizing young ladies early in their life on social media,cinema and television. I was watching the Big Bang Theory last night as an example of our loose as a goose society they were celebrating premarital sex like it’s nothing! This mess with that prostitute and those poor police officers is just a consequence of our society expressing that it’s OK to screw with anybody you want to anytime! If somebody actually does so for money what’s the difference at least you’re getting paid for it! Kind of the attitude that were saying here so here we go! It is still not OK that the police officers did what they did but I can understand why they did what they did! 😱

@dr jelly finger WHAT HE DID WAS IN BAD TASTE. I’m merely remarking on this despicable story. Telling me the place I loved as a child is now a spot for underage prostitutes and the police that buy them or worse intimidate them into having sex for free.

This is in bad taste.
I’m always classy. I enjoy the beautiful Bay Area, I don’t even mind that there’s a sex trade as long as people are following what’s right for workers.

It’s not about defending police officers , it’s about the fact that because they were police officers they were targeted by this prostitute . She knew what she was doing when she contacted all these police officers. If prostitution is illegal why isn’t she also getting punished but instead She was just paid out by Oakland. Are we rewarding prostitution ? What does sleeping with a prostitute have to do with obeying the law .. obviously if she can be a prostitute and get paid out by city’s because she plays the victim then why shouldn’t police officers be able to sleep with someone lieing about their identity to only take advantage of the police officers authority in our city’s. I wounder how much more tax payer money will be paid out to her And once it runs out that cycle to target will be played again.

Yes put me as a judge, I would throw this stupid ass case out of the court and Because it was all premeditated and is all about taking money from the city. I I would order her ass to go and take parenting classes and have supervised visitation of her daughter and till she can proved to the world who care and protect kids. I am so disgusted that non one and not one single individual has thought about the safe of the child and everything that she has seen during the time her has been a prostitute instead they probably say yay let’s get the Cops because there is plenty of money involved.
