Congressman DeSaulnier Announces Legislation to Squash Wasteful Spending at the Department of Defense

In response to last week’s House passage of the National Defense Authorization Act (NDAA), which broke longstanding budget caps on defense spending, Congressman Mark DeSaulnier (CA-11) announced the introduction of the Department of Defense Waste Reduction Act (H.R. 2367).

Designed to address reckless spending at the Department of Defense (DoD), this bill would prevent the DoD from receiving any additional funding until wasteful spending practices within the Department are addressed.

A report by the Washington Post exposed that the Pentagon buried an internal study that identified a $125 billion in bureaucratic waste. The study, which was conducted by the Defense Business Board (DBB), outlined a “clear path” for the DoD to save the identified funding without requiring layoffs or military personnel reductions.

“Despite never completing a full audit and clear evidence of reckless spending at the DoD, last week the House authorized a bloated defense spending bill, which exceeds spending caps by $72 billion. Such an increase is troubling, since the DBB report could be just the first glimpse into a myriad of waste, fraud, and abuses. We must insist on transparency and accountability in our government agencies, and ensure taxpayer dollars are judiciously spent. This bill would do just that by decreasing the staggering cost to taxpayers, all while keeping our military manpower and readiness intact,” said Congressman DeSaulnier.

The Department of Defense Waste Reduction Act would require the DoD to implement the cost-saving recommendations laid out in the DBB report or submit justifications to Congress for not doing so before Congress can provide any funds over their authorized level, set by the National Defense Authorization Act for Fiscal Year 2017.

Following the Washington Post exposé, Congressman DeSaulnier joined Congresswoman Jackie Speier (CA-14) in calling for Congressional hearings to investigate DoD spending practices. During an Oversight and Government Reform hearing on the internal study, DeSaulnier questioned members of the DBB about the findings in the report and its subsequent cover up.

Good job Mark! We can’t afford to give the poor and sick health care but nobody ever seems to question defense spending. About time.

Too bad we can’t get a review and reduction of all federal spending, though the DoD is a great place to start. A friend of mine is a civilian employee. She gets paid at least 50% more than she would in the private sector and she makes even more money when she travels for work because apparently whatever she doesn’t spend in her $300 a day per diem she gets to keep. So her boss and her travel for weeks at a time, stay at inexpensive hotels, eat cheap and make $1000s more a month at time. Must be nice.

P.S. This is the first time I’ve seen DeSaulnier do anything I even remotely agreed with. If Trump wasn’t in office he never would have proposed this. Silver lining!

Great job mark you have pointed all the waste that happened on pres O’s watch.

Great job thanks

Since Trump has already taken on this project maybe the good congressman could do something about the local transportation system, highways, and the coming gridlock. Haven’t seen this guy take up a useful cause since he has been in office.

5 I know how July 17, 2017 at 4:35 PM

I know how to reduce wasteful federal spending, have Mark quit the job he isn’t doing.

Let’s see. Obama ran defense for eight years and I dont remember hearing outrage from democrats about defense spending.

New week, new press release from rep nobody.

Boy, you folks just hate Mark! He is doing a fabulous job! Again, he is an elected official, by the people and for the people! So get over it!!

Hey Mark!
Try helping foster children. Do something for the people your represent.
For those unable to help themselves.

@ I know how – what do you mean? This is literally an article about the congressman doing his job by proposing legislation.

@I don’t know how–Agree!

Mark, stop spending my hard earned dollars on illegals.

Then go away.

When I first glanced over this, I thought the Squash needed protection – Zucchini for everyone!

He needs to go after the frauds sitting on the Board of Directors for the bridges and where those exuberant tolls are going.

The Department of Defense — the only federal agency that has NEVER passed an audit; that alone should be a blazing signal that things are not right. The first place I would look for waste and fraud is the place where following the money has been made (deliberately?) difficult, if not impossible.

No country has ever survived overspending on its military.

13 Mel July 17, 2017 at 6:39 PM

Can we do that for the entire state of CA? Please? Also, I believe the ACA is pretty wasteful spending. We put out so much money and it is not like we are getting anything back from the people that it is spent on….. the rate of return just doesn’t make sense.

14 Waffles July 17, 2017 at 7:11 PM

^ Mel – I completely agree.

15 Trucker Bug July 17, 2017 at 7:28 PM

Why can’t we start in California. Since mark after all is supposed to represent California. Why not look at home first? All good to be front row on the trump bashing train however how about starting to work for the state you represent first?

I’m sure there is a ton of waste to be discovered here

democrats hate the military as was evidenced by both clinton and obama administrations. clinton gave us an agreement which was supposed to stop North Korea’s nuke program then obama hatched an equally worthless agreement with Iran.

One thing democrats are good at is giving your tax dollars away to their campaign contributors.

17 Cautiously Informed July 17, 2017 at 8:57 PM

A California Democrat blaming another government agency of waste. DeSourair is like most of the others of his kind – completely out of touch with reality. He is nothing more than a self aggrandizing comedian.

18 Terry July 17, 2017 at 9:39 PM

If North Korea trying to nuke us, don’t you want them stopped ? I do ! Health care is over priced and most things they can’t fix and people need to quit doing meth and other drugs and having sex with many people. While am at it if you are born with a penis you are a boy if you have a viigina you are a girl . Many of us humans have flaws it not up to everyone to pay for it.

There is waste in government spending at all levels, Federal, State and Local in all departments and none of it should be tolerated. However, this is a clear case of DeSaulnier being a typical liberal and targeting the DoD, because liberals don’t like the military and don’t understand the need for a strong military. The most important Constitutional responsibility of the Federal Government is to provide for the common defense; everything else is “nice to have.” Also, DoD spending is a relatively small part of the total Federal budget (around 20%). The consequences of under-spending on any program other than defense are far less significant than under-spending on defense. There is no exact amount of defense spending required. So, if we are going to ensure adequate defense funding, we need to “guess high.” The DoD has been decimated under the Democrats and it’s time to rebuild as was done under the great President Reagan. Recall that under the leadership of President Reagan, we won our most significant war without firing a shot, because we had a strong defense. Peace through strength!

@#3 cr and @#6
Your desire to trash all things Obama exposes your inability to comprehend the story. This wasn’t done from 2008-16 because there was a sequester on
government (including DoD) spending. This bill is in response to the House passing a bill removing that cap on US military spending.

Thanks Rep. D

Oh, good grief!

Does this fool really think his idiotic proclamations will get him re-elected?

23 Clayton Squirrel July 18, 2017 at 1:09 PM

I’d love to cut waste but whom do you trust? We are watching “Victoria” right now and every underling finds a way to make money for themselves by creating ways to siphon money from the budget (selling her gloves, selling the once lit beeswax candles, and getting revenge by burning smelly tallow and releasing rats upstairs if someone tries to rein in the spending). This isn’t even counting the corrupt higher ups who are maneuvering for power. Ugg, what an allegory for our times.
