Sexually Violent Predator Released as Transient Leaves City for Unknown Destination

A sexually violent predator who was released earlier this month on transient status in Vallejo is no longer living in the city and his destination is unknown, police said on Wednesday.

Fraisure Smith was released on Nov. 16 to a Motel 6 in Vallejo but was later evicted when the motel learned his identity, police said on Nov. 19.

On Nov. 24, Smith notified police that he was no longer lodging within the city. He did not provide his destination, police said.

State law requires Smith to register with the jurisdiction in which he obtains lodging within five days.

Smith’s release as a transient meant he had to be moved to a location in Solano County and register there as a sexually violent predator every 30 days.

The Liberty Healthcare Corporation was responsible for finding lodging for Smith, police said.

Smith, 51, was sentenced to prison in 2006 after he pleaded no contest to assault with intent to commit rape. A jury in 2010 agreed with prosecutors that Smith was a sexually violent predator, and Smith was committed to Coalinga State Hospital on July 24, 2010.

Smith filed a petition for conditional release and unconditional discharge in April 2012. Solano County Superior Court Judge Arvid Johnson in October ordered him released as a transient by Nov. 30.

Before his release, a series of court hearings were held to find a permanent residence for Smith in Solano and Contra Costa Counties. Efforts to house him in Suisun City, Fairfield and Concord failed when property owners balked at housing Smith. Solano County Superior Court Judge Arvid Johnson in October ordered him released as a transient by Nov. 30.

The sick animal should have been put down.

The warm & fuzzy people would never have one of their prize pets removed from the planet.

He has to register every 30 days but for 5 days in between moves nobody knows his location? Now that’s what I call real helpful for somebody other than the public that foots the bills.

Registered Sex Offender list. Why doesn’t SMITH show up on the required Megan’s website list given how much publicity Smith has receives? Every Smith in Vallejo has this note: “THE REGISTRANT MAY HAVE SUBSEQUENTLY RELOCATED” which probably means the offender is not in compliance nor is the list. Also I seem to remember the date the offence occurred was to be part of this data base. Looks like those in charge of the list don’t think this is a very important information for the public and is also out of compliance with the law..

Oops, you’re following a slow source for info. After being kicked out of Vallejo he went to Dixon Motel, where his Buddy Guards again registered under their own names to sneak him in. Management recognized him and kicked them all out again. No idea where he is now though, but I doubt if it’s Dixon.

Like anyone expects him to comply with the law. If he complied with the law, he wouldn’t be in this position.

He did his time. If he was released he should be fit to live in Society.
If he isn’t ,the Judge and State should be held accountable.
His worst nightmare now is living amongst judgemental unforgiving people, you know who you are.

@Dirty Harry November 30, 2015 at 1:43 PM

I have a novel idea, why don’t you let him stay at your house?
