Unlicensed, Alleged Drunk Driver Charged with Murder for Role in Double-Fatal Concord Collision

Gerardo Harquin, the unlicensed driver who police say is responsible for the double-fatal collision that claimed the lives of a 1-year-old baby and her mother on Willow Pass Rd. in Concord last June, has been charged with two counts of murder for his role in the crash, according to the Contra Costa County District Attorney’s Office.

Harquin, who is 24-years-old, was allegedly driving under the influence when he crashed head-on into the victims’ vehicle. The victims, both Concord residents, were identified as 23-year-old Lorena Dominguez and her daughter, 1-year-old Khloe Duenas.

A full list of charges, courtesy of the Contra Costa District Attorney’s Office, is shown below.

Harquin also had three juvenile passengers in his vehicle at the time of the crash. None of the juvenile passengers received life-threatening injuries.

Harquin is scheduled to be arraigned on Friday.

Scumbag…..it’s a shame we’ll have to waste precious resources providing a public defender for this guy and then housing him in prison for (hopefully) many years. A better solution would be to use him for target practice at the shooting range, which is located nearby from where he killed a young mother and her baby girl.

Ok now lock his ass up and toss the key!! He has no business being out and free do do what ever he wants thinking he is above the law, Did the vehicle he was driving belong to him? If not then the person that it did belong to needs to have a little accountability in this too for allowing him to drive it in the first palce

If someone shoots another person with a gun, they go to prison for a really long time. Why is it that you kill someone with a car when you are drunk, you get a slap on the hand with a year or two. Sometimes less. Isn’t it still murder? Hopefully he gets everything he deserves.

Harquin apparently has two previous DUI arrests, in Walnut Creek and San Joaquin County, along with outstanding warrants, and a history of being deported, and returning to the U.S.

Why is this information missing from story. Claycord had reported similar info previously but I cannot find that story now. Has it been deleted and if so why?

That section of road ( if it is where I think it is ) needs a divider. Would keep a drunk driver at least from hitting you head on. Been a pet peeve stretch of road of mine for years. Sorry for the two lives lost, and this is just very very sad.

To Me #18, the stretch of road is right up on the bridge, with the cement railing. It is very narrow and really no room for a divider. Bicyclists are allowed on that stretch of highway from Willow Pass to the Port Chicago Exit. I see the cyclists heading up Willow Pass to the freeway. They stop at the bridge, get off their bike, and wait, and wait, and wait. The sidewalk there is about 18″ wide. More of a curb than a sidewalk. Cyclists take their life in their hands trying to navigate that bridge. Cars go way too fast for them to ride in the road. They try to carry their bike on their shoulder but on the right shoulder it bumps the rail and on the left shoulder it protrudes into the roadway and risks getting hit by a vehicle. I have seen them stand the bike up on the rear tire and try to roll it in front of them. Putting a divider up in the center would only move the fast moving cars even closer to the curb than they already are.

Really, if they are not going to widen the road anytime soon, I believe big rumble strips or speed bumps should cover the entire bridge forcing cars to slow to 10 mph over the bridge. Too slow? So what? Slow your ass down, or take another route. Quit using Willow Pass as your shortcut to 680 freeway. Us residents would welcome slower moving traffic on that road.

We not only provide a public defender, we provide 2 interpreters for each court appearance. What a waste of taxpayers money.. Terrible about the fatality, even worse about the lack of enforcement of the rest of our laws. Shame on our lawmakers.

If an illegal alien is convicted of a serious crime here, does he have to serve his time here? Will Mexico honor prison sentences imposed in the United States; why do we have to pay for all his jail time. Can anyone comment on this who has knowledge as to this works?

I’d also like to hear how come David Rosen got a light sentence, but this guy gets the book thrown at him. My first guess is that Rosen was a juvenile. I could certainly be wrong though.

Mr. Mayor I respectfully agree with Waverunner, ask for the charge sheet. Murder, which is defined in 187 PC as
“Murder is the unlawful killing of a human being, or a
fetus, with malice aforethought” where as Homicide is defined as the act of one human killing another human – the justification if any matters not. Every time a human kill another human it is a Homicide but not all Homicides are murder because the killing has to be unlawful coupled with malice of aforethought. The was obviously a unlawful killing but was there malice of aforethought with is simply premeditation? The devil is in the details Mr. Mayor. 191 PC is correct but manslaughter doesn’t sound as ominous as calling it Murder….

I don’t know jack but if this guy had multiple DUI convictions in the past as one poster suggested, maybe that is why he’s been charged thusly. We all know there’s no such thing as justice for Lorena and Khloe, but I hope the punishment is beyond severe. Such a f*****g monstrous thing to do, makes me sick.

That is a very unfortunate decision that young man made when he was drinking and he has to pay the consequences especially since there were two deaths and if my relative did such a thing that person would have to pay for what they did. I wouldn’t feel any different. Do not drink and drive!

Got to say: driving with out a drivers license, driving on a suspended drivers license or driving without insurance all should be prosecuted as murder in the case of death or attempted murder otherwise. In these circumstances you are driving with a loaded weapon with intent.

I will never understand how people can make those decisions… My heart is heavy with grief for that beautiful baby girl and her mother. I will be including them in my prayers tonight. RIP.

My own mother was waiting at a red stop light one night when all of a sudden she was rear ended by a drunk middle aged man with his 10 year old son in the vehicle on a weekday at 10:30pm. Her car was totaled, she had whiplash but thankfully, she lived to tell the story. Many are not so lucky. Please call a friend, call a taxi, or just spend the night.

When I was 4 our family was hit head on by drunk teenage girl. Both cars were traveling over 40 mph. Thankfully we all made it, even though we were not wearing seat belts (60’s). The fact that this scumbag is here illegally and has priors tells me our current immigration enforcement is a complete joke. When will the government do what they’re paid to do? Two more precious lives wasted…. Makes me sick!

Thank God the law took care of this. A mother and her child is a horrible loss; the father must be torn about this, I hope he can find some solace in knowing justice prevailed in this case.

It’s my understanding that a person in this country w/o permission who is convicted of a crime here will serve their sentence here before then being deported. hopefully that will be for a good long time in this awful case.
