June 30, 2014 14:01 pm · 122 comments

Concord Police have arrested the man they say is responsible for the double-fatal collision that claimed the lives of a 1-year-old baby and her mother on Willow Pass Rd. in Concord on Friday night.

The unlicensed driver, who allegedly caused the collision was arrested for vehicular manslaughter, driving under the influence of alcohol causing injury, child endangerment and false impersonation of another. He has been identified as 24-year-old Concord resident Gerardo Harquin.

The victims, both Concord residents, have been identified as 23-year-old Lorena Dominguez and her daughter, 1-year-old Khloe Duenas.

The following update is from the Concord Police Department:

Vehicle #1: 2002 Ford Explorer
Driver = Harquin, Gerardo, Male adult, 24yrs, Concord (In-Custody)
Passenger # 1 = Juvenile male, 12yrs, Concord (Non-critical injuries)
Passenger # 2 = Female Juvenile, 16yrs, Concord (Non- critical injuries)
Passenger # 3 = Juvenile male, 17yrs, Bay point (Non-critical injuries)

Vehicle #2: 2006 Silver Dodge Charger
Driver # 2 = Dominguez, Lorena, Female adult, 23yrs, Concord (Deceased)
Passenger # 1 = Male Adult, 27yrs, Antioch (Major injuries)
Passenger # 2 = Duenas, Khloe, Female child, 21 months (Deceased)

On 6-27-2014 at approximately 10:57pm, a Concord Police Officer on routine patrol located a major collision involving 2002 Ford Explorer and a 2006 Dodge Charger that was blocking the roadway on Willow Pass Rd directly on top of Kinne Bridge.

The Ford Explorer was occupied by the driver, Gerardo Harquin, and three juvenile passengers. Harquin and the passengers were all transported to area hospitals for treatment for crash related injuries. The Dodge Charger was occupied by the driver, Lorena Dominguez, her daughter Khloe Duenas, and a 27 year old male passenger. Dominguez was pronounced dead at the scene by rescue personnel, Duenas was transported to an area hospital where she was pronounced deceased, and the 27 year old passenger was transported to an area hospital with major injuries.

Preliminary investigation indicates the two vehicles were travelling in opposite directions and collided into each other in a head-on manner.

The driver of the Ford Explorer, Harquin, was arrested for vehicular manslaughter, driving under the influence of alcohol causing injury, child endangerment and false impersonation of another.

Harquin has been transported to Contra Costa County Jail and is being held on $575,000 bail.

As this incident is still under investigation, no further information is being released at this time.

Anyone with information about this incident is asked to call Traffic Officer Ken Carlson at 925-603-5931.

I have no tolerance for this and my regret is that he will never suffer like the mother, child and family of the deceased. He should be taken to the accident site and hanged, then left there as a reminder to what happens to you when you drink and drive. RIP and God Bless to the families.

Horrified June 30, 2014 at 2:06 PM

100% completely agree with you Anon777 so so sad prayers to the family! May mommy and baby Rip

aargh... June 30, 2014 at 2:11 PM

this is heartbreaking. my heart goes out to that 27year old man and the family of the deceased.

Chronic Halitosis June 30, 2014 at 2:14 PM

Lets just try to make cars smart enough to prevent DUI’s and head on collisions, accidental child deaths ect. Smartcars are already available just not programmed properly. RIP

People are CrayCray June 30, 2014 at 2:16 PM

Anon777 – I couldn’t agree more! This is horrible. My stomach is in knots. This driver also had children in the car!!! This is ridiculous!!!! I sure hope those aren’t his siblings.

SquishyBugs June 30, 2014 at 2:17 PM

Losing a loved one is heartbreaking, knowing their death was due to the reckless behavior of another is unbearable.
My thoughts are with the families.

carol June 30, 2014 at 2:18 PM

This brings tears to my eyes. Is there anything set up to help pay funeral costs and so the man can take time off work to grieve and recover?

Sofa King June 30, 2014 at 2:20 PM

Jeezus, how about we just install some concrete lane dividers on that stretch of road already? Talk about a no-brainer.

Disgraceful. .. June 30, 2014 at 2:24 PM

Vehicles need to have Sobriety devices as standard equipment. ..we obviously cannot rely on self responsibility anymore….praying for the young man’s recovery and what he has to deal with in the aftermath. .

Cristina June 30, 2014 at 2:33 PM

It’s so sad whenever you hear of accidents involving intoxication the intoxicated are always the ones walking away from the accident it seems horrifically unfair.

JET June 30, 2014 at 2:33 PM

RIP to the driver and her little girl. So sad and the fact that it could have been avoided if Mr. Harquin hadn’t gotten behind the wheel and drove under the influence.

How about taking this guy to the morgue to look at the woman and her one year old child in the body bag? Might teach him something….

My thoughts and prayers are with the families of all affected by this tragic accident.

Silva June 30, 2014 at 2:34 PM

I was worried I’d be hearing this. I’m so very sorry. I don’t think we have a just punishment for this.

TG June 30, 2014 at 2:34 PM

Will he be sharing a cell with David Rosen? Oh thats right, Rosen isn’t in jail is he? Unbelievable.

Mr. T June 30, 2014 at 2:37 PM

heartbreaking and unacceptable. i hope he gets life

Justin June 30, 2014 at 2:42 PM

This guy is toast. Too bad it’s always the other party and not the drunk that survives.

The4thBore June 30, 2014 at 2:45 PM

Alcohol influenced driving aside, the road is not adequately built for its intended purpose. Without any shoulder on this bridge, what could a driver do to evade a drunk driver???? NADA!

Horse n around June 30, 2014 at 2:50 PM

He was drunk, he’s here illegally, and has no license. Plus I heard that the drunk SOB was whining that all he wanted to do was go home and go to bed. So now what do we do? I’m tired of people saying that DUI check points are unconstitutional, like Bill says. What about this poor husband who has now lost his wife and his baby? If we send him back to Mexico, he’ll just try to come back. And if we send him to prison we have to pay for his food and board. This is just heart breaking. My thoughts and prayers to the father of the deceased. I hope he can some how get the help he needs to deal with all of this.

It's 'Meme' is that you Ma? June 30, 2014 at 2:50 PM

People are driving too fast all the time…

On the streets if you are going the speed limit or even 5 over people are coming up and making me nervous…

Come on people slow down and live….or let other’s live…

The Concord PD logo with Horse is precious…

Let us slow down and look out for horses….

We need to bring back the horse – and I’d like to see a Concord Police Horse again some day!

WCmom June 30, 2014 at 2:54 PM

The Mamba June 30, 2014 at 2:56 PM

24 years old and his life is basically over. A young mother and a small child dead. All for nothing, what a waste. Incomprehensible how you could get behind the wheel that impaired.

OMG June 30, 2014 at 2:58 PM

24 years old..Unlicensed, Drunk and driving 3 juveniles – who knows if he’s even a documented citizen.
Do you think this guy would care if he saw the bodies in the morgue?
I doubt it.
What a shame!

Beacon June 30, 2014 at 3:11 PM

Senseless. He not only killed 2 people, but imagine being one of the people in his car who had to witness this. A tragedy from any direction you you look at it.

I drove this road yesterday. It is safe if everyone! drives the speed limit, pays attention…and is sober/straight. If not, there isn’t much room for error.

This is very sad to have this young family torn apart by the actions of a drunk unlicensed driver.

My heart goes out to the family members of the deceased. May the young man have a swift and peaceful recovery.

This man deserves no bail regardless of the bail amount they stupidity he did by driving under the influence. we lost a great friend a sister a mother and nothing they do to him can replace the pain that he has caused us. The baby didnt even have the chance to live. RIP baby girls you will forever be missed n loved. We are devastated you guys just left us and we already miss you soo heart breaking

Anonomous. June 30, 2014 at 3:35 PM

If DMV issued a license to this jackwagon, would that have prevented this tragedy? he didn’t care not to drive drunk. He probably doesn’t have insurance. He sure as heck didn’t have a license.

JW June 30, 2014 at 3:36 PM

This is not manslaughter; This was two murders and four counts of attempted murder. I am due for jury duty soon. I really hope that I am not dragged to court because of some self centered imbecile like this.

Mama P June 30, 2014 at 3:38 PM

Don’t ever ask me why I staunchly support the Death Penalty!!!

Mike K June 30, 2014 at 3:40 PM

Thoughts of comfort and healing to family, friends and loved ones of those people in Charger.

The other guy should be executed, end of story.

Mama P June 30, 2014 at 3:41 PM

This is NOT the fault of the road, the Concord City Council, the Naval Weapons Station, or Buffalo Bill–it is the fault of the DRUNKEN, UNLICENSED DRIVER!!!! God Speed Lorena and Khloe……

. June 30, 2014 at 3:45 PM

Would that be three FELONY counts of child endangerment ?
Also wonder, is he a legal resident of this country?
If he is not a legal resident, who employed him?

If he is not a legal resident very much want to hear from democrats running for office. Democrat profess to have all the answers, lets hear them !

DEATH PENALTY June 30, 2014 at 4:04 PM

If I had things my way drunk drivers who murder would be put in the electric chair.

Trevor June 30, 2014 at 4:11 PM

THIS SUNDAY SUNDAY SUNDAY! WE’RE GONNA KILL THIS FOOL BECAUSE HE MADE A SERIES OF VERY STUPID DECISIONS! BRING THE KIDS! IT’S GONNA BE LOTS OF FUN! Yeah the fact a mother and her child died is very saddening. But whats really disgusts me is that some of you think public executions are just ever so wonderful. I had hoped my neighbors were a bit more intelligent than this but nawh apparently the east bay is full of barbarians disguised as Christians.

AnonB June 30, 2014 at 4:17 PM

Also please remember that along with the drunk driver there were two (almost) adults in the car. At 16 and 17 they should have known better to get in the car with him in that condition. They were old enough to call for police to stop him, perhaps tried to take the keys and ditched them. Sorry that they were in that position, but even something small might have changed the outcome. Parents should always be alert and teaching their kids about drunk driving whether or not they are the driver. Where were the parents of the younger three passengers? Why didn’t they know better than to even be in that car!
No prayers for the drunk driver from me, unless it is for some suffering!!
RIP to the deceased.

Anon June 30, 2014 at 4:21 PM

I can not stop thinking of this Family!!!
My Thoughts and Prayers are with you all.

I have nothing to say about the other driver, as he does not Deserve our attention !!!!!

he can and will drive again, commit crimes, drink and perhaps kill more people.

There should be no tolerance for this sort of senseless crime. Death by stoning. Death by beheading. Death by the needle. Death by anything but old age.

Let me get this straight–Illegal, unlicensed, drunk and in custody. My taxes are paying to house and feed him. And no doubt pay for his legal fee’s. Deport him before another dime is spent, hang him after.

Anon 2 June 30, 2014 at 5:40 PM

Anon 777 and TG I think both Gerado Harquin and David Rosen should have been taken to the site of the accidents they caused and left to hang there to serve as a reminder what happens when you drink and drive. There needs to be a severe punishment.

ranti June 30, 2014 at 5:40 PM

These Illegals should be driving drunk in Their OWN COUNTRY,

Chronic Halitosis June 30, 2014 at 5:43 PM

Concrete lane barriers won’t work on that stretch of road. And what about some other dangerous stretches of road? Smart Cars would work on almost all roads with almost all people almost all of the time. We want to stop all the drunk drivers, Child deaths. We want to put out of business any scums’ business that thrives off of preventable tragedy. IS THAT YOU?

I.C. June 30, 2014 at 6:09 PM

I find it absolutely sad and ridiculous how some of you attribute every single topic in the news down to “closing the boarders” as if Hispanic people are the only ones who drink and drive and shutting down the boarders will so somehow eliminate drinking and driving. It’s almost laughable the ignorance here. Let’s stick to the matter at hand, which is two innocent people are gone due to alcohol related trajedy. I read he was unlicensed, nowhere did I see he was also undocumented. People keep your bigoted comments to yourself. RIP to the precious lives lost.

Justin June 30, 2014 at 6:21 PM

Not to be ‘that guy’ but everyone here is yelling that he’s illegal. Nowhere in this article or any others I can find mention that he’s illegal. At most we know he lied about his name.

You guys really need to calm your politics sometimes. You all look like crazed loons. How about we stick to the facts we have and show some sympathy for the family before we start rattling our sabers.

Anonymous June 30, 2014 at 6:24 PM

I’m guessing he is undocumented as well probably with no car insurance on the vehicle either. He should go to prison for a long time and then be deported.

Our reliance on the DUI system is a joke June 30, 2014 at 6:24 PM

From every angle this entire system is screwed up. We hand wet and reckless violations to innocent drivers all day long, ruining their record, and treating them like legit DUI offenders. On the flip side, actual DUI offenders are constantly being given loop holes and second chances to get back on the road. We set up DUI checkpoints, but come on. You people really believe it’s anything but a petty ticket generator and a PR stunt?

Skirting the entire system are people like this guy, who are completely off the grid.

What would have potentially saved two lives that night isn’t something the system can handle. It would have taken someone with the balls to take this guy’s keys away when they saw he was drunk. Not your DUI checkpoints. Not your smart cars. Not your concrete barriers. Just someone who was willing to stop him from driving away and forced him to sober up before getting behind the wheel.

The death of this baby is on every single person who knew this guy was wasted, but didn’t do jack sh*t to keep him from driving.

Anonymous June 30, 2014 at 7:17 PM

I don’t care if we do it publicly. I do believe he should be skinned alive.

well... June 30, 2014 at 7:19 PM

Dumbing down the population is not the answer. Cement barriers don’t work. We don’t need cars that can drive themselves.

I think the punishment needs to be harsher. I have no problem seeing someone do life in prison because the killed someone while driving drunk. I also have no problem with those that use guns to kill get the death penalty.

Sad... June 30, 2014 at 7:22 PM

I am guessing the driver who was under the influence was also an undocumented illegal along with being unlicensed.

And why can’t bars make the call to stop serving people who are obviously intoxicated at their establishments. Too many retarded bartenders will keep serving drinks until their patrons are totally sh*t-faced.

Oh yeah, and if you are kind of bar that likes serving the local drunkard population at least have the decency to call them a cab for the night.

Jesus. Put this guy down like a rabid dog.

Alberto June 30, 2014 at 8:05 PM

I’m not agree or happy with what this guy did, obviously he should be punished, but unlicensed doesn’t mean illegal why many people said he should be deported, illegals doesn’t have license because they can have it, no because the license is suspended like many and I know many US citizens have.

Chris June 30, 2014 at 8:08 PM

Very sad.

The drunk driver should be executed, there’s no room on this planet for people who would get behind the wheel drunk and end up killing innocent people. Why we put up with it is beyond me.

Concord Police officer “on routine patrol”…..

… to my ears.

It meant that first responders were there sooner than had the collision been discovered later… least, had there been any possible chance of saving the mother and child, that chance would have been increased the faster medical care arrived. And rapid medical response may be responsible for her male passenger’s survival, if indeed he does survive.

The officer’s immediate presence also meant that other vehicles did not “pile onto” the obstructed narrow bridge ….. resulting in even greater tragedy.

“Routine patrol” …….. more, please.

Well I hate to inform them but this is everyday stuff and Americans are dying because of people who don’t care about our laws. When will this country wake the hell up?? Let’s hear form all; the people now that will say but he should have had a divers license. You know what I say to that? BS! Tmbs June 30, 2014 at 10:39 PM

Nothing you say is in context here. It doesn’t matter if the driver was licensed or unlicensed, legal or illegal. A DUI is what matters here. You had drinks? Don’t drive. Plenty of citizens that have licenses drink and have killed while driving behind the wheel. Unfortunately DUIs don’t discriminate.

Here is a problem. Folks want everyone to have alcohol sensors. What about marijuana and meth and coke and heroin. No sensors for them.

I don’t drink and I don’t want to pay for a sensor. If a person has a DUI conviction, I’m all for sensors.

And the ignorance of some Claycord readers continues!

Perfect example of why it is of utmost importance to have an educated society. Clearly, a vast majority of Claycord readers lack education.

Funny, how the last name “Harquin” is French, yet ignorant and misinformed readers insist he’s an “illegal Mexican.” Yet the last name “Harquin” is not a Spanish/Mexican last name.

People on this site should try educating themselves. Try picking up a book and reading it. Watch and listen to public TV and radio. Enroll in college and take some cultural sensitivity, immigration, history, or sociology courses. In fact, MIT provides access to free courses and podcast.

Scary and rather sad how much ignorance exists in Contra Costa County.

Two lives are lost due to an illegal alien the was driving without a license, and drunk. Pretty simple to see who is at fault, or is it? Chances are that this trajedy could have been avoided if the US government actually cared about the people that they were hired to protect, rather than fulfilling the orders of the NWO puppet masters.

Alcohol availability and abuse is a concern these days. Bartenders by law are not supposed to serve people who are intoxicated or are are the edge of becoming intoxicated. Do you think bartenders over serve? Do you think they want to risk a tip by cutting someone off who isn’t buzzed yet? They make more money when the customer is intoxicated and feels good, then they buy more drinks. And this only applies to bars and restaurants.
Liquor stores arent suppose to sell liquor to obviously intoxicated individuals, but in order to pay ten, they do.
Then we have the home drinker who we have no control over how much they drink, then get behind the wheel and slams into a poor innocent family.
Police the bars more. Police the liquor stores more. Stiffer penalties for DUI.

Stiffer drinking penalties? Are you nuts! One DUI can ruin most ppl. If this guy is illegal then deport him. Fix the road cheap skate, slow acting politicians that fill their pockets with lobbyist handouts. Vote out all Democrats

Only god can judge,he will take care of the man who committed manslaughter.Taking away someone’s life is big sin. I feel extremely sad about the deceased.Everyone please keep both the families in your prayers. And have a blessed day

@Idiocracy #102
Good!…make the monetary penalties higher, more of a deterrent. Confiscate their cars and take their licenses away.

Anyone have a link to the police report? A lot of people here are citing it.

May they rest in peace. And not that it makes up for it in any way, but may the guy responsible for their deaths turn his life around.

@Contra Costa County of Ignorance – Love how you ass-ume I was incorrect. Confirmed he used a false name. Any more In-dependent questions?

Giggity July 1, 2014 at 5:25 PM

In the Barrio, we have many home drinkers. It amazes me that throughout the drinking session, they will drive around to let the alternator recharge the battery every few hours so their driveway sound system is operational. It is a nuisance, and a safety hazard. Maybe daytime checkpoints? Some do not know when to say when.

Innocent people should not die because some jackass has no self control.

Please help the family with donations for the funeral expenses for their love ones. This was so unexcept and the cost is somewhere around $20,000. Anything will help! Lets make this tragedy a little more easier on the family.

I only drove 68 miles today, way below my average. Just for the hell of it, my co-worker and I (WHO WAS MY PASSENGER) decided to count the number of drivers on their phones- 9 am to 9:45 am- 680 south to Sycamore Valley–49. FOURTY NINE!!!!!!!!!!!!!!!!!!!!!!!!!!!! Mostly private, but some commercial. All obvious, no buds no bluetooth. I could not believe it.

Anonymous July 2, 2014 at 8:32 AM This is the website to help pay for funeral costs, I could only imagine what her family is going through! They were amazing people, and they didn’t deserve to be taken like this.

An illegal drunk driver just slammed her car into my dear friend at 8:00 a.m. A few mornings ago! She’s illegal, had no license, no insurance and this is her second offense. i want breathalyzer’s installed in every car….if you want to start your car, breath into the deal and pass the test or the car won’t start!!!

no justice July 2, 2014 at 9:13 AM

We all know when under the influence of alcohol and/or drug it can impair a person’s judgement/decision and that is why no one should get behind the wheel if they have been drinking too much. Stupid idiots! My prayers to go out to the families and I pray that the both the mother and daughter have a safe journey to the other side.

NoMoreFreeRide July 5, 2014 at 11:56 AM

@Contra Costa County of Ignorance – Two prior DUI’s and a prior deportation. Sounds like an illegal to me! Next time check your facts!

Prayers for All July 5, 2014 at 6:56 PM

I am so deeply sad for this tragic accident. A mother and child are gone. It was a horrific accident. I have been praying for the families and have donated to funeral expenses even though I do not know these families.

Friends, this is not a time to talk about immigration, politics, the president. Please be respectful, prayerful and send lots of healing love to the victims.

There are no winners in this situation.

DO NOT DRINK AND DRIVE. PERIOD. Please keep comments loving and supportive. Negative accusations are not helpful.

I will say special prayers in Mass tomorrow I assure you. I will pray for everyone, especially for Momma and Baby Girl.

Hail Mary full of grace……
