Concord Man Arrested for DUI, Vehicular Manslaughter After Double-Fatal Collision on Willow Pass Rd. – Victims Identified as Mother, Baby

Concord Police have arrested the man they say is responsible for the double-fatal collision that claimed the lives of a 1-year-old baby and her mother on Willow Pass Rd. in Concord on Friday night.

The unlicensed driver, who allegedly caused the collision was arrested for vehicular manslaughter, driving under the influence of alcohol causing injury, child endangerment and false impersonation of another. He has been identified as 24-year-old Concord resident Gerardo Harquin.

The victims, both Concord residents, have been identified as 23-year-old Lorena Dominguez and her daughter, 1-year-old Khloe Duenas.

The following update is from the Concord Police Department:

Vehicle #1: 2002 Ford Explorer
Driver = Harquin, Gerardo, Male adult, 24yrs, Concord (In-Custody)
Passenger # 1 = Juvenile male, 12yrs, Concord (Non-critical injuries)
Passenger # 2 = Female Juvenile, 16yrs, Concord (Non- critical injuries)
Passenger # 3 = Juvenile male, 17yrs, Bay point (Non-critical injuries)

Vehicle #2: 2006 Silver Dodge Charger
Driver # 2 = Dominguez, Lorena, Female adult, 23yrs, Concord (Deceased)
Passenger # 1 = Male Adult, 27yrs, Antioch (Major injuries)
Passenger # 2 = Duenas, Khloe, Female child, 21 months (Deceased)

On 6-27-2014 at approximately 10:57pm, a Concord Police Officer on routine patrol located a major collision involving 2002 Ford Explorer and a 2006 Dodge Charger that was blocking the roadway on Willow Pass Rd directly on top of Kinne Bridge.

The Ford Explorer was occupied by the driver, Gerardo Harquin, and three juvenile passengers. Harquin and the passengers were all transported to area hospitals for treatment for crash related injuries. The Dodge Charger was occupied by the driver, Lorena Dominguez, her daughter Khloe Duenas, and a 27 year old male passenger. Dominguez was pronounced dead at the scene by rescue personnel, Duenas was transported to an area hospital where she was pronounced deceased, and the 27 year old passenger was transported to an area hospital with major injuries.

Preliminary investigation indicates the two vehicles were travelling in opposite directions and collided into each other in a head-on manner.

The driver of the Ford Explorer, Harquin, was arrested for vehicular manslaughter, driving under the influence of alcohol causing injury, child endangerment and false impersonation of another.

Harquin has been transported to Contra Costa County Jail and is being held on $575,000 bail.

As this incident is still under investigation, no further information is being released at this time.

Alcohol availability and abuse is a concern these days. Bartenders by law are not supposed to serve people who are intoxicated or are are the edge of becoming intoxicated. Do you think bartenders over serve? Do you think they want to risk a tip by cutting someone off who isn’t buzzed yet? They make more money when the customer is intoxicated and feels good, then they buy more drinks. And this only applies to bars and restaurants.
Liquor stores arent suppose to sell liquor to obviously intoxicated individuals, but in order to pay ten, they do.
Then we have the home drinker who we have no control over how much they drink, then get behind the wheel and slams into a poor innocent family.
Police the bars more. Police the liquor stores more. Stiffer penalties for DUI.

Stiffer drinking penalties? Are you nuts! One DUI can ruin most ppl. If this guy is illegal then deport him. Fix the road cheap skate, slow acting politicians that fill their pockets with lobbyist handouts. Vote out all Democrats

In the Barrio, we have many home drinkers. It amazes me that throughout the drinking session, they will drive around to let the alternator recharge the battery every few hours so their driveway sound system is operational. It is a nuisance, and a safety hazard. Maybe daytime checkpoints? Some do not know when to say when.

Innocent people should not die because some jackass has no self control.

Please help the family with donations for the funeral expenses for their love ones. This was so unexcept and the cost is somewhere around $20,000. Anything will help! Lets make this tragedy a little more easier on the family.

I only drove 68 miles today, way below my average. Just for the hell of it, my co-worker and I (WHO WAS MY PASSENGER) decided to count the number of drivers on their phones- 9 am to 9:45 am- 680 south to Sycamore Valley–49. FOURTY NINE!!!!!!!!!!!!!!!!!!!!!!!!!!!! Mostly private, but some commercial. All obvious, no buds no bluetooth. I could not believe it.

An illegal drunk driver just slammed her car into my dear friend at 8:00 a.m. A few mornings ago! She’s illegal, had no license, no insurance and this is her second offense. i want breathalyzer’s installed in every car….if you want to start your car, breath into the deal and pass the test or the car won’t start!!!

We all know when under the influence of alcohol and/or drug it can impair a person’s judgement/decision and that is why no one should get behind the wheel if they have been drinking too much. Stupid idiots! My prayers to go out to the families and I pray that the both the mother and daughter have a safe journey to the other side.

I am so deeply sad for this tragic accident. A mother and child are gone. It was a horrific accident. I have been praying for the families and have donated to funeral expenses even though I do not know these families.

Friends, this is not a time to talk about immigration, politics, the president. Please be respectful, prayerful and send lots of healing love to the victims.

There are no winners in this situation.

DO NOT DRINK AND DRIVE. PERIOD. Please keep comments loving and supportive. Negative accusations are not helpful.
