UPDATE: Authorities Unseal Charges Against Senator Leland Yee – Attempting to Defraud Citizens & Conspiracy to Traffic In & Illegally Import Firearms

March 26, 2014 16:46 pm · 80 comments

Federal authorities have unsealed a criminal complaint in San Francisco today alleging charges including drug trafficking, gun running, money laundering and murder for hire against 26 people, including state Sen. Leland Yee.

The Federal Bureau of Investigation arrested Yee this morning, along with infamous Chinatown gang leader Raymond “Shrimp Boy” Chow. Chow is the president of the Supreme Lodge of Chinese Free Masons in San Francisco.

According to the U.S. Attorney’s office, Chow’s criminal rap sheet dates back to the 1970s, and includes previous convictions for racketeering, drug trafficking, attempted murder, arson, robbery, gambling and extortion.

The complaint unsealed today alleges that between 2012 and 2014, Yee offered to use his office to do favors for undercover FBI agents in exchange for money that would fund his Secretary of State campaign.

The U.S. Attorney’s office says one instance of such an offer happened after Yee lost the November 2011 election for mayor of San Francisco.

In an effort to retire at least $70,000 in debt accrued during the campaign, authorities say Yee agreed to help push a contract under consideration with the state Department of Public Health. He allegedly called a manager at the department, and sent an official letter in support of the contract, which was to benefit an undercover FBI agent. In exchange, authorities say Yee accepted a $10,000 campaign donation.

Official charges against Yee include six counts of attempting to defraud citizens of honest services, and conspiracy to traffic in, and illegally import firearms.

Maximum penalties for the firearms charges include 10 years in prison and $500,000 in fines. Penalties for each of the fraud charges could carry a penalty of 20 years in prison, and a $250,000 fine, according to the U.S. Attorney’s office.

Yee represents Senate District 8, which includes the western half of San Francisco and most of San Mateo County. He declared his candidacy for secretary of state in 2012 when his term in the state senate was up, and he was on the ballot for November’s election.

dems and unions will get him off or their whole game is doomed

2 Anon 0808 March 26, 2014 at 5:02 PM

All he wanted was to do was stop us from having guns & look at this…..

“According to the U.S. Attorney’s office, Chow’s criminal rap sheet dates back to the 1970s, and includes previous convictions for racketeering, drug trafficking, attempted murder, arson, robbery, gambling and extortion.”

What a joke & a joke of a system..yet he was out on the street

3 TinFoiler March 26, 2014 at 5:03 PM

What about the Arrest of Diane Feinstein for NOT Upholding the Constitution?
Yee obviously didn’t play ball and wasn’t a part of the “club” – You know, good ole Bohemian Grove, Skull and Bones etc….
ALL FOR SHOW

Let me get this straight. He’s for gun control for legal guns, but illegal guns are OK?????????

7 Anti GUN March 26, 2014 at 5:06 PM

He was anti gun to cut the supply to legal owners and drive up the price for his criminal enterprise. Please select me for the jury!

Okay, they caught this one. That’s a good start. But if you think he was the only crooked politician, you’ve got another thought coming.
They’re all rotten in one way or another.

Hey Random, you think Reptards aren’t thieves?
You need to re-think that skewed view.
They are all stealing our future and selling our
Country to the highest bidders.
Patriotism is the last refuge of scoundrels .

Here I thought Yee was one of the few almost decent pols. On the other hand, a friend that lives in SF and in his district never could stand him.

12 Throwawaythekey March 26, 2014 at 6:12 PM

Politician, goes with the territory

13 ChampagneKitty March 26, 2014 at 6:16 PM

This is going to dominate Bay Area news for months and months to come. Leland Yee was one of 26 people caught in this FBI bust. I’m trying to wrap my head around it. This is huge. It doesn’t really matter if you’re a Democrat, Republican, or other. Corruption must be rooted out and stopped. It’s just so ironic that “Uncle Leland” is being busted for things that he has publicly fought against. He is toast. His career is over and he will never hold political office again. He will do some prison time and probably pay some fines. I say kudos to the FBI for bringing these crimes to light. This is Ed Jew all over again, but times 26.

14 funny man March 26, 2014 at 6:37 PM

make you wonder about the ministers and legistlators that cry the loudest against GAY marriage… jus saying, hypocrisy abounds

15 Triple Canopy March 26, 2014 at 6:50 PM

Ed Jew and Leland Yee reveal the soft underbelly of government and positions of influence. Hang ‘em high for violating the public trust and abusing their positions.

Let’s add Edwin Edwards, Patrick Cannon (Former Mayor of Charlotte, NC), Ray Nagin (Former Mayor of New Orleans), and Jesse Jackson Jr.

Did you know that of Illinois’ last seven governors, four have ended up going to prison? They are:

Rod Blagojevich – Governor from 2002 through 2009, when he became the first Illinois governor in history to be impeached. Convicted of numerous corruption charges in 2011, including allegations that he tried to sell or trade President Barack Obama’s old Senate seat.

-George Ryan – Governor from 1999 through 2003. After leaving office, was convicted of racketeering for actions as governor and secretary of state. In November 2007, began serving a 6 1/2 year sentence in federal prison.

-Dan Walker – Governor from 1973-1977. Pleaded guilty to bank fraud and other charges in 1987 related to his business activities after leaving office. Spent about a year and a half in federal prison.

-Otto Kerner – Governor from 1961-1968. Resigned to become judge, then was convicted of bribery related to his tenure as governor. Sentenced to three years in prison.

Your politicians drink a lot of tea, eat a lot of rice, venerate their ancestors and run guns and dope. Welcome to Appalachia.

17 anon March 26, 2014 at 7:07 PM

I thought I saw ex-Senator Leland Yee at the Japanese festival last summer.

18 Gus March 26, 2014 at 7:09 PM

Thank you “funny man” that was pathetic. Be a good boy and eat your worm wood. Maybe the phantom will say something smart for your side.

19 john jackson March 26, 2014 at 7:12 PM

If you look up “raymond shrimp boy chow” on YouTube he was on multiple channels like History channel and Nat Geo for being one of S.F’s biggest gangsters! Funny cause I met senator Lee at my job seemed like a great down to earth guy.oh well.

20 Kirk March 26, 2014 at 7:12 PM

Wanna bet Holder dismisses the charges in the interests of justice. “Mr. President haven’t we all trafficked a few illegal guns?”

21 Connie Dobbs March 26, 2014 at 7:16 PM

Sorry, ChampagneKitty, but no, it won’t. Yee will make a tearful apology, head off to rehab and be back at it in time for the next election. The media will refuse to report on the matter out of deference to Yee’s innocent family and anyone who brings it up is a racist.

22 @TinFoiler, #3 Yee is a STATE senator March 26, 2014 at 7:23 PM

Those are too far down the ladder to be invited to Bohemian Grove. Only the rich and powerful get invites.

23 Noflow March 26, 2014 at 7:29 PM

Politicians throughout history have been hypocritical sellouts and thugs. The corruption is usually worst when one faction achieves a near monopoly of control. Like the DemoncRATS have hear in CA. And the near political monoculture in SF is rife with political cronyism.
Early 90’s Di Fi’s husband was partners with some corrupt Chinese officials involved with illegally importing automatic weapons more powerful than the ones Di Fi just outlawed.

24 Mark March 26, 2014 at 7:33 PM

Shame upon the Yee family.

25 Ven Exeter March 26, 2014 at 7:47 PM

Sadly, this is what our once great state has come to. The ethics of almost all our state politicians are stomach turning. Despite their thinly veiled contempt of honest hard working taxpayers, the drones in this state send them back to office election after election. This is the third California state legislator indicted on federal charges in the past year. Do you think it will make any difference to our average brain dead Califoria voter when they fill out their ballot this November?

26 Michelle March 26, 2014 at 7:54 PM

Put them away and then get over it. This crap happens every single day!

27 Michelle March 26, 2014 at 7:55 PM

No, not really. Brain dead is Brain dead.

29 And Another Thing March 26, 2014 at 8:46 PM

34 Concord Guy March 26, 2014 at 9:39 PM

This clown is a shameless politician who has long been known to be shady. He was busted for shoplifting in Hawaii about 20 years ago and skipped out of the state to avoid facing justice. He is also well known to be a “pay for play” politician who exchanges legislation and political favors for donations. Glad to see that the FBI caught him. May he rot in prison.

35 PH Dad March 26, 2014 at 9:44 PM

Three down, twenty-five state senators to go.

36 Mark March 26, 2014 at 9:47 PM

One of the Shrimp Boy’s associates busted today is Tina Liang, reported to be a Concord resident. According to the indictment, Liang was involved in a stolen liquor scheme.

37 . March 26, 2014 at 9:56 PM

C’mon liberals…..stand up and defend one of your brethren!

Or are you too embarrassed? You’d be up yelling in a second if a republican was caught…..

I would not vote for any Democratic Senator for anything, and that applies to Senator Mark DeSaulnier (d).

45 Jess March 27, 2014 at 12:00 AM

SFGATE posted a link to the criminal complaint. Concord is mentioned in it on page 92. Some of the people in the complaint were involved in a marijuana grow operation at 5555 Merritt Dr in Concord. That’s right behind Pine Hollow Middle School. The house was in foreclosure and they bought it to use solely as an illegal grow house. The FBI and police raided it in February.

Leland Lee wasn’t involved in that, but they have him dead to rights on arms dealing. The FBI had undercover agents meet with him and discuss the details. It’s really shocking when you read it. Here’s the link if you want to read it.

Don’t worry , the phantom will come up with a cut and paste ten pages long blaming the Republicans.

52 KJ March 27, 2014 at 7:56 AM

#49 — I don’t support corrupt politicians, no matter which party they choose to join (and they seem to choose the one that gives them the best chance at getting elected — in California, that’s the Democratic Party, hence the plethora of “Blue Dog” Democrats).

Anyway, it doesn’t seem that Mr. Yee was “standing up for the little person”; he was merely lining his pockets with money, like so many politicians, Democratic and Republican.

Connections to Wo Hop To, a very strong Chinese Triad.

I’ve read a lot of the indictment, and Yee is in some serious trouble. I’m thinking Leavenworth Federal prison, for the next 20 years, and that will be the plea bargain.

Just another two-faced criminal Democrat. When will California wake up?

54 Cuzzzzz............... March 27, 2014 at 8:40 AM

Actually I am a “democrat” but don’t hold strong to party line. Anyway a criminal is a criminal is a criminal regardless of party. He is done. The rest of the Senate is calling for his resignation and rightfully so. Personally I feel this the tip of the iceberg in CA. There is more to come.

As for Shrimp Boy……My dad was raised in SF in the 40’s and when I was a kid he told me all about the “Tongs”……..The Tong’s make the HA and all other gangs look like choir boys. The Tongs are not a group any sane person wants to get involved with or p*ss off. Yee will be happy to be in prison because he has now managed to p*ss off the Tongs

Most news outlets are only reporting the bribery.

62 @ Jess March 27, 2014 at 9:55 AM

I also read the 137 page indictment, and even already knowing Leland Yee was a dirtbag for what he’s been trying to do to legal gun owners, it was STILL shocking. People should really read it. It’s BAD. He was involved with Russian arms dealers and Muslim terrorists in trafficking arms much more dangerous than what he was trying to retroactively take from legit citizens. They’ve got him dead-to-rights. The media seems to be really toning down how bad the accusations actually are. Isn’t the house that was in Concord in DeSaulnier’s neighborhood? @#55 you seem very proud of the widespread corruption in this State. Totally normal.

63 ClayDen March 27, 2014 at 10:00 AM

@anon

Typical libtard. Corporate managers and executives are workers, most of them working a lot more hours than what you libs call “workers.” You are just jealous that you don’t have the drive and skills to rise up above being a “worker.” I know a lot of successful people and they all got that way through untold hours of hard work and sacrifice. Lets stop the class warfare nonsense.

64 Jess March 27, 2014 at 10:42 AM

@62, yes weird that the press is generally reporting on the corruption/bribery charges and not the arms trafficking. I suspect that’s because they haven’t read the document yet, so they are reporting the typical political scandal on the first day. After they read the affidavit, I think they’ll hone in on the arms trafficking charges. They are devastating. No question Lee will spend years in prison.

65 Trevbo March 27, 2014 at 10:57 AM

San Francisco Democrat Senator Leland Yee is one of the loudest gun grabbers in the state. San Francisco Democrat Senator Leland Yee was involved in an arms running scheme with a notorious gangster to get fully automatic weapons from Russia into the hands of gang members and terrorists. San Francisco Democrat Senator Leland Yee is a detestable piece of trash.

NICE LOGIC.

68 ConcordMike March 27, 2014 at 11:24 AM

All these comments about Republicans and Democrats. Wake up people. More than half of all these politicians are corrupt in one way or another. Probably more like 90%. A crook is a crook no matter which party they belong to.
Perhaps they should merge these two parties and call them Hipocrites.

69 Connie Dobbs March 27, 2014 at 11:39 AM

#64 I think: A) They extensively cover the least newsworthy part so that next week when they drop the story it will be because people are bored with it; Also 2) After next week when they drop the story, a google search on Yee’s name will make little to no mention of the dope or the guns, just the thing “all of them” do.

But that would mean the local media are covering up for him for some reason, which is unprecedented.

70 Atticus Thraxx March 27, 2014 at 11:45 AM

I had to come back and comment on this.

That son of a b was one of the loudest opponents of open carry and citizens rights? Why? Because it ruined his market. Fry him.

Second – california democrats are often elected simply because they are democrats, and not on their merits. Perhaps this will make people stop and think about who they are electing. This guy chow had ties to all of em – lee, newsome, etc – and if you are wondering how they got their campaign monies, im betting its the same m.o – the voters simply look for the d next to the name.

Yes there are crooked politics everywhere but three dems in cali in a year means the PARTY isnt cleaning up its own sh/t or paying attention to whats going on. Complicit by looking the other direction.

And just remember – these people are the same ones who wish to disarm us so they can get away with whatever they want. Scared yet? You should be
