Concord Police Respond to Highlands Elementary – Man Caught Videotaping on Campus

A man was contacted by the Concord Police Department this afternoon after he was spotted videotaping on the campus of Highlands Elementary.

Police arrived on scene at about 2:30 this afternoon and made contact with the man, checked his video, frisked him & let him go, according to witnesses.

Witnesses say the man was sitting along the fenceline near Illinois Court, under a tree and videotaping in the direction of the playground.

It’s unknown what the man was taping, but according to sources with the Concord Police Department, he wasn’t arrested.

Good catch. While no crime was evident he now knows he’s on record. This is why I always ask solicitors that come to the door if they have a permit from the city. If they don’t immediately produce a permit the police get called to make contact and to put the person on record.

Better safe then sorry when it comes to our kids. You have a legal right to tape on public property and as you can see the person was released. We know who he is and if there is a problem we know where to find him. If there is no problems no one is hurt.

but as far as I know, its not illegal to walk around and take photos or movies.

I am positive if this fellows actions had appeared harmful in any way the police would have done something.

We do still have some freedoms tho’ many of you here in the land of the left would prefer that we did not. Even in the most closed societies people have a few freedoms, like breathing and eating and looking at stuff. So don’t get your hopes up Lefties, we all can’t live in closed dark rooms watching MSNBC all day long.

@Jerry #11 – You don’t need PC for a pat-search. Look up Terry stop. http://en.wikipedia.org/wiki/Terry_stop

As it is – LEOs get lots of training and practice in asking for permission for the a search. You could chose to not give consent for a search but the fact that this contact even got to the point where they frisked the guy indicates they were not completely satisfied with the explanation he gave for the video taping or other actions.

Juat remember in the Jacey Dugaurd case that guys would go to the parks where kids were playing & have his wife pretend to tape him but was really taping the kids, so he could go home later & do whatever his diagusting a$$ did while watching it. Thats why peop le become suspicious of an adult videotaping children. (sorry for any mis spelling)

@12 Mr. Mayor I’m not sure the boundaries of Highlands SCHOOL and Highlands PARK when school is in session. I know that when they take kids down the hill to those lower playgrounds, that is considered going off campus to the adjacent park, even though it’s a stone’s throw away. Maybe that whole UPPER field is off limits to the general public during school hours?

Innocent or not, anyone with common sense would know that sitting under a tree pointing a video camera in the direction of an elementary school playground would raise suspicion. There are so many other things that he could videotape. He was either up to no good or he was trying to bring attention (the wrong kind) to himself by getting a rise out of people. Jerk…

I was wondering the other day why our schools are so open….I watched a young girl slowly walk back to class presumably from the bathroom or something at Highlands alone and no one, NO ONE was outside watching her. Anyone could have taped her, or worse. Surprised there aren’t more barriers (gates/fences)…. And no I wasn’t lurking and watching….I was picking up registration papers.

He was on the edge grass of the school playground, definitely not at the neighboring park. I get that they couldn’t hold him, but c’mon, when somone is not affiliated w/ the school and they are in the shrubbery videoing the last recess…they are pervy! The school has the right to know who is on campus at all times and for good reason.

Frisking a citizen who is doing nothing illegal should be everyone’s concern. We’re moving in the direction of living in a police state.

That school needs a defined boundry fence between park and school. There are different laws to enforce between each and that school has not made it clear where the school property starts and the park begins. It is not safe the way the cut through on Illinois Ct is designed. This is why they need a fence for safety.

I think the school and police did the right thing. We also don’t know of the police asked to search him. They may have and he may have complied. Nothing wrong there..

If I were a school official or teacher and saw this, the only thing I would do differently is whip out my phone and start recording this guy. Turnabout is fair play. And just maybe it accidentally makes it’s way onto youtube. And just maybe that youtube page is linked onto Facebook and spread amongst freinds..

The pd did their jobs & by leaving showed he was doing nothing illegal. Why does he need to be a pervert, maybe he was working a completely legit job. Happens all the time, video cameras are everywhere & not everyone with them is a pervert.
